What does "reserved" mean in the final stage of a bounced cheque case?

I am in the final stage of my bounced cheque case. The person who owes me has submitted a very unreasonable and unjust payment settlement proposal within 30 months, which I will, of course, reject.
The decision states: "نصرح وفق الإجراءات المتبعة". Translation: "We declare in accordance with established procedures."
The case status shows as "RESERVED". Can someone elaborate on this?
