Getting a clean PCC for immigration with active cases

Dear Sir/Madam,

I am applying for Canadian immigration and require a Police Clearance Certificate (PCC).

I am currently outside of the UAE and had applied online for the PCC, but it was canceled, possibly due to some active cases against me.

Could you please suggest what I should do to obtain a police clearance certificate?

Currently, I am not in a good financial position to pay off any fines. There are two open cases against me, which I believe total around 70k AED.

How much would be the minimum fine that I need to pay to obtain a clean police clearance certificate for immigration purposes?
