How to issue a Police Clearance Certificate for immigration if there's a possible case

I am K. R. D. C. G., currently live in Canada. I worked in UAE (Abu Dhabi & Ajman) from 2013 to 2016.
I would like to request a police clearance certificate for immigration purposes (For Canadian Permanent Residence).
I have tried twice online but have failed. In 2016, I had to go back to Sri Lanka due to my wife's medical situation (she was pregnant).
I quit my job & left the UAE without informing my employer, banks, landlord... etc. & I never went back. I have my Expired Emirates ID with me.
Please advise.

We can help you to issue a police clearance certificate only if you don't have a criminal record in the immigration system.
But in case there is any, we should close the cases first and then apply for the PCC.
Our charges to check the police cases are AED 2100, and once we get the report from the police we can check your ability to apply for a PCC.
