I think the debt collector is crossing the limits. If he is using foul abusive language you can make a complaint in the nearest police station.

Further, please file a complaint against that particular person complaint in the debt collection agency itself and also in the concerned bank on whose behalf the debt collection agency is following up for the payment.

Further, you may also consider the option to file a complaint with the central bank. The UAE central bank website has given an option to file an online complaint as well.
