What can I do about my salary delay?

I am having a delay of my salary for 25 days in the past 3 months.

Is there anything that I can do about that?

You have two choices: either continue the way it is going or leave the job (for a better job). Filing a complaint in the Ministry is for non-payment of salary and not delayed payments.

Companies have its ups and downs. Maybe it will get better.
