Can I exit Dubai if I have overstay penalties and can not pay the amount?

Dear Sir/Madam

I have overstayed in Dubai on a visit visa for nearly one and a half years.

I applied for a fine reduction but after the reduction, it is still high, and can't afford it for myself as it's around AED 10k.

I want to know if it's possible to apply for an outpass and leave without paying this fine now.

Please help me. Thank you
