Overstayed visa, no money to pay fine: How to return home?

I would like to know what will happen to someone in Abu Dhabi who has overstayed his visa for a long time and surrendered to the authorities because he cannot resolve the situation or afford to pay the fine or even pay for a ticket back to his country.

You can opt for an outpass and then you will be deported from the UAE.
UAE outpass can be obtained at the airport and immigration offices at the land borders.
Additionally, the outpass or leave permit may also be obtained at the Al Awir Immigration office.
It's been reported that the Dubai/UAE outpass or leave permit is obtainable for AED 200 – 300 through the GDRFA website.
