District cooling refuses to refund security deposit: What to do?

Can a district cooling company refuse to refund the security deposit until an owner sells their flat, even though it has been rented out and they have accepted a second security deposit from the new tenant?

In case of the refusal to refund the security deposit, you can contact the main owner and file a complaint against them because they are not entitled to deny insurance due to any delays on the part of the property owner.
