Can you go and work in Saudi Arabia if you left the UAE with an unpaid credit card?

My father in law left the UAE many years ago without paying off a credit card.

He may now have the opportunity to work in Saudi Arabia.

Will this credit card problem stop him from doing so?

The bank can still request the implementation of the ruling in Saudi Arabia and some Arab countries according to the Riyadh Agreement.
