How to avoid overstay fine and apply for new visa in UAE after visit visa expiry?

Hi,

My brother came to the UAE on a visit visa and joined a company. The company took his passport for visa renewal but did not give him his visa until his visa expired.

They also did not give him his salary. It has been two months since his visa expired.

What can he do to avoid the overstay fine and apply for a new visa?

The worker can submit a complaint to the Ministry of Labor over the phone or the website.
