The notice may be sent by either as an in-house notice or as notarized (through court).

The in-house legal notice can be sent in English. Notarized notices shall be in Arabic (Bi-lingual notices are allowed, however, Arabic is preferred for an easy process).

Yes, if the person does not speak Arabic, it is preferable to write it in both Arabic and English.

The formal language in Dubai court is Arabic, however, you still can send an English or Arabic notice by your hired lawyer but to be stamped is much stronger.

And even in case of not responding, you will need to get it stamped and send it again so your situation will be stronger.
