This depends on whether the bank filed a case against you or not.

To be sure about that, we can make a case inquiry request from all UAE courts after performing POA to make sure in case there are executive orders issued against you or not.

Since 2017! That means they probably filed an execution case taking orders against you. I am afraid.

There is a possibility of getting a visit visa in the UAE with a pending loan but there could possibly be an arrest warrant out for such cases and you could be kept under police custody at the airport if such a warrant has been made.
