Since 2017! That means they probably filed an execution case taking orders against you. I am afraid.

There is a possibility of getting a visit visa in the UAE with a pending loan but there could possibly be an arrest warrant out for such cases and you could be kept under police custody at the airport if such a warrant has been made.
