Yes, you can marry a USA citizen in Dubai Court.

If she is Muslim and her father is also Muslim, then her father's presence or the power of attorney holder's presence is required.

If her father is Christian, then she needs to present a singleness certificate issued from the home country.

All documents should be attested with the UAE embassy and Ministry of Foreign Affairs of the UAE.

Medical test for both of you is required and 2 Muslim witnesses.

Your visa should be issued from Dubai otherwise you need to show a rented apartment in Dubai.
