Why was my first UAE employment visa rejected if there’s no travel history?

Hi,

My employment visa was rejected without any reason stated. I contacted MOHRE, and they said it was rejected by ICP Abu Dhabi. I have never been to the UAE or any other country.

This is my first visa application. I am from Pakistan, and I heard there is a shadow ban on some cities in Pakistan.

I contacted ICP, but they said there is no ban on any nationality.

Well, my degree is attested by MOFA Pakistan, the UAE Embassy in Pakistan, and MOFA UAE, so there’s no doubt about the documents.

Restrictions on certain nationalities could be the cause, but ICP has denied this, saying there is no ban on any nationality.

There is no ban on any nationalities here in the UAE. However, this might be due to security reasons, and those reasons will not be disclosed.

You can try applying again after some time to get the visa.

Well, they mostly mention security reasons in the rejection remarks, but in my application, there is no such information. MOHRE updated the status as "Transaction rejected by ICP." Period.

Under UAE immigration law, visa issuance is at the sole discretion of the Federal Authority for Identity, Citizenship, Customs & Port Security (ICP), which can reject applications without providing a reason, and there is no formal appeal process.

Although the ICP states there is no ban on any nationality, applicants from certain regions in Pakistan may face increased scrutiny due to internal security checks.

In your case, since this is your first application and you’ve never traveled abroad, the rejection may be due to internal policy, documentation inconsistencies, or regional flags.

Your UAE-based sponsor is advised to visit the ICP in person to request clarification and consider reapplying, possibly through a different emirate or with revised documentation.
