Can I sign a new contract for my property if the previous buyer not arrange funds?

Hello,

I signed a Contract F, but the buyer could not arrange funds within 30 days.

Now, I have a new buyer, but the broker says I cannot sign another Contract F for 15 more days under DLD law and cannot sell the property during this period. Is this true?
