I was arrested at the airport when I arrived on a tourist visa for a previous debt. Can I settle and get a work visa?

I'm currently on a tourist visa. When I arrived at the Immigration, I was sent to the police station, and from there they told me to go to Dubai Courts to settle the issue.

I went to DC, requested the settlement, and am still awaiting the answer. As per the DC, I have a travel ban.

Will I be able to get a work visa if the case is still open?
