Does the appeal period for a labor judgment include weekends?

Dear sir,

The labor complaint is in my favor. As per the order, the employer has 15 working days to appeal. I want to know if 15 working days means 2 weeks or 3 weeks, considering there are 5 working days in a week.

To account for 15 working days, there will be 3 Saturdays and 3 Sundays, totaling 21 days. Can someone clarify how this works?
