How to get my passport back if it is held by my creditor until I pay his debt?

I borrowed money with 15% interest from a friend. My passport is with him and will not give it back unless I pay him in full.

An individual can not lend money to another for interest in the UAE. If he did so, this would be illegal.

And he can't hold your passport as a guarantee. This is also a criminal offense which is punishable according to law.

You may contact him and inform him of the consequences. It will be better if you settle this matter with him.

For the amount you owe, just ask him to reduce the amount and for a more convenient settlement plan.

Holding your passport as collateral for a debt is illegal in the UAE.

Also, lending money with the expectation of receiving interest payments, in any form, is considered an offense under UAE law, regardless of the nature of the transaction or the relationship between the lender and the borrower.

Interest-bearing loan between persons is a crime. And the criminal in this case is the creditor, not the debtor.

Tell him that you will file a complaint against him at the police station.
