Can a tourist visa holder get health insurance after surgery?

I would like to inquire about health insurance for a tourist visa. My boyfriend’s grandmother visited the UAE on December 24, 2023, from Italy.
She is a Filipina and an Italian citizen. In an unexpected scenario, she was rushed to the hospital on December 28th, had surgery due to a hemorrhage, is in a comatose stage, and is still in the ICU to this date.
As per the doctor’s advice, she will be staying in the country for at least a month. Is there any chance that she can apply for insurance here to lessen the bills even though she is not working here?
