How can you claim back the money you lent to somebody who refuses to return?

An Indian in the UAE has taken a loan by bank transfer and has not returned it for the last 4 years, although his business is growing
Unfortunately, the lender in India is going through a very bad phase financially due to medical issues. Repeated requests to return the amount in this time of need are being ignored.

Yes. If the party is in UAE you can file a case against him by issuing a Power of attorney to a lawyer.
If we have adequate proof to establish our side, then the judge can issue a verdict in our favor.
