It is completely legal to use a VPN in the UAE, as long as you don’t use that VPN to either commit a crime or prevent a crime from being discovered.
See Article 9, of the 2012 Cybercrimes Law: The relevant passage is “using a false IP address or a third-party address by any other means for the purpose of committing a crime or preventing its discovery”.

If you use the VPN to attempt to access content that you’re not allowed to for your area (e.g. content that service providers e.g. Netflix say is the US only, or use torrents to download copyrighted material), then you’re breaking copyright law, so that’s when you have a problem.
On VOIP: according to the UAE TRA policy (https://www.tra.gov.ae/assets/qw...), only licensed entities can run a VOIP service.
This does not apply to a “Closed Group Network” - e.g. so it’s allowed to run an internal company service, but you cannot connect that service to any other such service, or to the public telephone network.
