How to enforce a judge order issued a year ago to arrest my friend for money he borrowed?

I had given a loan to a friend 3 years back. Now, I raised a case. The judge ordered an arrest warrant for him.

It's now a year, but unfortunately, he is not arrested, nor is he paying. I know for sure he is in Dubai.

Is there a service that the police or concerned authorities actively search for him and arrest him in his home or workplace?
