Step 1: File a complaint against them with the Consumer Protection Department.

Step 2: Send them a legal notice to return your money in a week or months, as you like. You can file the notice yourself, but the notice through a lawyer's office, or through a notary public, gives the matter more seriousness.

Step 3: (If 1, 2 is not successful), the option would be to file a case against them in court. If the amount is less than 500,000, there is a stage of amicable settlement through the court. This step will be before the case is brought to the judge.
