The minimum unpaid telephone bill for facing legal action
I have an unpaid du bill for 4280 due to financial issues. They have sent emails to me that they will file a travel ban and police case.
For this amount, would they proceed as such things?

To answer your question: How would we know? If you are asking if they can or not, then the answer is, YES, they can do that.
The main point here is the fact that the company has the right to file such a claim against you and add to their claim their legal expenses, legal interests and court fees.
You might end up paying the fees for their lawyers as well.
You should settle with the company instead of leaning on the fact that they wouldn't invest to claim such a small amount of 4280 because they might have 1000 people like you.
In this case, they will have enough reason to hire a dedicated law firm to chase such money.
I recommend you to settle.
