How can I file a civil case against a driver who caused black points against my car?

I have a problem with a driver who took my car whilst I was out of the country and imposed many fines and black points and caused an accident. He also stole money from my maid that we had left for her whilst we were out of the country.

Originally, he admitted to the crimes and went to the traffic department with my husband and said to transfer the points - but they could not due to his license expiry.

He has now renewed his license but refused to take responsibility and says he can't afford to pay. We now can not re-register the car and he is refusing to take the black points and pay the fines.

We have been advised by the police and Dubai Courts to open a civil case against him. He has 8 black points on his license, and he has now impounded my car with 23 black points.

The fines amount to AED 11200 and stole a further AED 2150.

Can you please advise me of the process and the cost I would incur if I was to open a civil case against him?
