If my friend has a travel ban in the UAE, is she allowed to enter Qatar?

The UAE travel ban only restricts a person from leaving once entering the UAE and not other GCC countries.

If your friend is wanted by Interpol, or for another very serious matter, then she can be taken back to the UAE from Qatar via expedition procedures.

However, if that does not seem to be the case then she can travel safely and freely to any other countries, including GCC countries, so long as she does not take a connecting flight that stops in the UAE.

If the travel ban is criminal, she may not be allowed to enter Qatar.
