Traveling to a GCC country while there are travel ban and cheque bounce case in the UAE

I had lost my job due to a reduction in force dated 04th, Oct 2018. I have a 1,73,000 AED balance loan in the UAE. After a long struggle, I have an offer from Qatar now.

Kindly advise:

1. Can I travel to Qatar?

2. I have a travel ban and cheque bounce case, how can I sort out this?

3. I have given 2,00,000 AED to one of my colleagues on a returnable basis (without interest) on behalf of his cheque, now he is not giving that money back because I was not there since the last year, how can I deal with him?

1. If you are outside the UAE, you can travel unless there is an Interpol case.

2. The bank who gave you the loan must agree to accept payment in installment.

3. You need to file a case, but keep in mind that, without a document, he can simply say you are returning a loan you took from him.
