As per your query, please note that the UAE labor law is universal and is not restricted to any nationality.
Since the company is situated in the UAE and they are bound by UAE laws, the national holidays can not be exchanged with the Chinese national holidays.
The company can provide 2 holidays one is the UAE national holiday and the other can be a company off day, which can be as per the internal policy of the company, and as per the internal circular of the company.

Unfortunately, any reference to a Holiday or Public Holiday in the UAE Law was referring to the UAE Holidays only.
You can request them to work during the Holidays in the UAE and provide them with different off days.
