The UAE and Pakistan are both parties to bilateral and multilateral treaties facilitating judicial cooperation.
The extradition treaty aims to extradite the accused individual found in either of their territories and wanted in their country for offenses committed in the territory of requesting party, provided that the offense is extraditable pursuant to the laws of both states.
The procedure of judicial cooperation would be that the UAE (requesting country) would formally request assistance from the government of the country in which the accused is currently residing, namely Pakistan.
The scope of judicial cooperation depends upon the request for legal assistance by the UAE government to the government of Pakistan.
Extradition is a formal request sent by a requesting country (UAE) to a requested country (Pakistan), through their diplomatic channels, for the latter to surrender an accused or convicted person to the authorities of the requesting country.
You have not specified whether the individual is of Pakistan nationality as the Requested Party may refuse to extradite him in accordance with its national law.
However, the requested country will then submit to the UAE the prosecution papers of the individual for the crimes they have committed in which the extradition was sought.

Regarding the financial fraud, please be informed that the accused may be arrested and extradited back to the UAE, if applied through the proper channel.
The application shall be moved to the public prosecution to issue Interpol red notice along with all supporting documents.
