You must submit the clearance certificate to get the PCC and the bank debts appear in it but you can address the bank and negotiate the payment of the debt until you can get the certificate.

In order to obtain a PCC, you need to ensure that you do not have any ACTIVE cases within the UAE.

You may access your case file but by doing so, you need to hire a lawyer or have a friend in the UAE and make Power of Attorney so they can go and access the file on your behalf.

The POA will also allow us to check for any other active cases filed against you in the UAE that may hinder the PCC process.

If you pay the 'fine' that the court has ordered, assuming it is the only active case filed against you, and the case then gets closed, you will be able to get the PCC.
