How can I get my labor rights if the employer refused to cooperate with MOHRE?

I had filed a complaint against my employer for not paying my salary and final settlement.
I received a letter from MOHRE that they contacted the owner and they refused to pay.
In such a case, what can I do to get my final settlement?
