Can I apply for a visa in Europe if I have a travel ban in the UAE?

Having a travel ban in the UAE has no relation to European countries. You can still apply for a Schengen Visa if you are banned from entering the UAE.

However, if your travel ban restricts you from exiting the UAE, then you will not be allowed to leave no matter what visa you obtain until the travel ban is no longer imposed on you.
