Pursuant to your query, the tenant has no right to decide whether the Ejari should be updated or not. You are the new legal owner; therefore, the contract and the Ejari should be amended to reflect this.

My advice would be to explain to the tenant that if you are not on the contract, then how you can be responsible for any issues that may arise for the property and the previous owner will not be interested in sorting anything out for the tenant.

If he doesn't agree even after explaining the same, you can file a complaint in the land department with supporting evidence.

At the expiration of the contract, you can force him to change the landlord's name.
