The new landlord asks the tenant to pay for a new Empower registration that exists already

I am a tenant in Discovery Garden and my landlord registered the Empower in his name and took AED 2000 for registration.

Now he has sold the flat and not returning the Empower registration amount.

The new owner was not aware of this and when he came to know he registered the same and asked me to register as a tenant plus pay AED 2000, while the due date to register the amount is passed.

I told him I will not pay another AED 2000 until I get the same from the previous owner. Now I am stuck between the new owner and the old one.

Dear Questioner,

This is a one-time charge of AED 2000 payable by the first owner of the unit at the time of registration with Empower, so the second owner shouldn't demand this amount from you.

If he continues to insist, please proceed with the complaint to DLD.

Thank you for the reply.

My new owner wants to transfer this to his name so he is asking me to pay the amount to register.

While the earlier owner is just dragging the issue and not returning the amount.

This should be between the seller and the buyer as you have made your part.

Please inform the new landlord of the same, as he shouldn't demand something that you have already paid for.
