The employer is not issuing a visa after three months

Dear sir/madam,

Currently, I am on my husband's visa and working for an immigration company. My employer gave me a job offer letter and said that they will provide me with a visa within 3 months.

I have already completed my probation period and asked my employer to process my visa. After reminding him on alternate weeks, he still did not take any action.

The visa I am on is from my husband's previous company and his recent company is not providing one for me now.

In this case, what should I do?
