Filing a case against a customer for nonpayment of outstanding dues

Dear sir/madam,

One of my customers is not clearing his outstanding payment and is giving false promises.

The provided cheque has bounced twice. Their license is inactive. Can we file a case against them in court according to Dubai Law?

The amount is AED 28000.
