Is the visa cancellation possible before completing the notice period?

I am currently resigning from my job with 30 days' notice.

My new employer is asking me to push my current employer to cancel my visa so they can begin the process of my new visa, but do they have to wait until my last working day?

Dear Questioner,

Be informed that your current employer cannot cancel your visa until the last working day of the notice period.

But they can cancel your labour card, at least your new company can apply for you the new one until you finish your notice period with the current company.

Am I right to assume that I won't be able to join the new company until they have received my new visa?

Also, I am working in a free zone and moving to another free zone - why aren't they doing a visa transfer? But doing cancellation and new application?
