No, it is not necessary to have a visa in the UAE if you wish to invest or to buy shares. Some authorities may request a visa if you are appointed as director/manager in the company.

To establish a company or to buy the shares of an existing company (therefore to be a shareholder of the company), it is not necessary to have a UAE Visa.

But as mentioned above, if you are appointed as director/manager in the company, a few authorities may request a visa.

If you don't want to apply for the UAE visa, you can act as a shareholder and appoint a UAE resident as manager/director.

For precise guidance, I need to know which company you would like to establish (free zone, mainland or offshore) and what will be the company business/activity.
