So, applying the fine is not subject to informing you about it first, and is not subject to your knowledge; it is your liability as a driver to be aware of the traffic fines. So, I see applying the fine is not wrong as per the facts you stated above. The fact that your car broke down because of hitting an unknown substance and the police team came to help you to move the vehicles is not necessarily because the police realized it was not your fault or to define the unknown substance. It was maybe to clear the road from the broken down cars. I see it quite reasonable of the police as well issuing the report and mentioning that you had hit an unknown substance that the police could not see or find to enable you to avoid much bigger fine with the rental company.
