If a tenant is not able to pay rent and is kicked out of the apartment after evacuating the apartment, does he still have to pay the balance amount from old rent? Or the balance rent can be forgiven?

As long as there are fees due under a lease contract on the tenant, he must pay it even if he has left or vacated the property.

You can follow the implementation procedures against it if a ruling has been issued in your favour to compel him to pay.
