Getting married in the UAE if one or both have no residency

To get married in the UAE, both of them must have a residency visa?

For Pakistani nationals. In our case girl has the residency visa but the girl is inviting the boy on a visit visa.

There must be residency for both parties within the state, as the required papers include the original Emirates ID for all parties.

When both of them don't have a residency visa, even Nikah through sheikh is not possible?

Emirates ID is required to register their marriage here. We want to register in our country through Nikah paper. But here just want to perform nikah.
