Liability for the nuisance caused by pets and domestic animals
My neighbour has a Rottweiler dog. The dog is most of the time in the house but sometimes gets out and chases and barks at people. He is very scary.
The neighbour also sometimes lets the dog walk without a leash or muzzle. I have spoken to him and he assured me the dog won't bite. But I'm not convinced of this.
What can I do?
The breed is on the illegal list in the UAE.

It is illegal as per the UAE laws and most of the community regulations in the country to walk the dogs without a leash.
So, I would advise you to start with a complaint to the community management and send formal email messages with your complaints.
If the problem is not fixed, then I would advise you to call the police department with your complaint to get permission to take a photo of such incidents if it is repeated, in order to report the misconduct of the dog owner.
