The arbitration costs are determined based on the rules of the relevant arbitration centre and usually depends on the claimed amount.
The answer to the second question about (arbitration or regular courts) depends on the terms of the contract and in particular, the terms of the "Jurisdiction" or "Dispute Resolution" clause. Therefore, if the contract contains an arbitration clause, you will have to go to arbitration. However, filing the case at regular courts will guarantee a faster resolution of the dispute.
