Local advocate is necessary

I am an expat living in Dubai. Can I file a civil case and represent myself in Dubai Courts personally, without a local lawyer?

No, local advocates are the only individuals with a high enough right of audience to bring a case before a Local Court Judge.

So, even for a small case (AED 12,500) I have to hire a local lawyer? I have to pay more for his services then. Is there any other way to deal with a legal system in the UAE for a people like me?

It depends on what the subject matter of the claim is.  But if the venue would be a local Court, then it would require representation of a local advocate, because they are the only individuals with a high enough right of audience to go before a local Court Judge.
