Refusing to submit work completion certificate to the contractor

I am a fit-out contractor based in Dubai.

My client has refused to give the work completion and final bill certification even after the project completion and insisting on me to get the completion certificate from relevant authorities.

When we objected to going further without final bill certification they have applied the completion inspection to authorities without our knowledge.

Is that fair in a contractual agreement?

How can I claim my payment?

Dear Sir/ Madam,

Thank you for reaching out to me on this.

I am assuming you will have an agreement with the Contractor for carrying out the works. The said contract will also enlist party obligations i.e. the Contractor to give work completion and final bill upon works executed by you.

Considering that the Contractor has gone behind you and obtained a certificate from the authorities, it is considered to be a breach of contract and confidentiality (if the clause is there in the Agreement).

My initial advice would be that you may be eligible to file a case against the Contractor and claim compensation for the works undertaken by you.

However, I will need a copy of the Agreement to give you concrete advice on the filing of a case.
