Cancellation of a dependent sponsored visa and family dispute

My wife who is under a residency visa (my dependent) came to Dubai without my knowledge. I contacted the embassy and I had to accommodate her.

Later, she lodged a complaint with the police for domestic violence and then retracted the charges. I left to India after informing my employer and I sent my wife tickets to come to India as well.

She didn't travel and is refusing to come to India along with my 3-year-old daughter. She is staying at an NGO and is adamant.

At this point, what options do I have to bring her back here?

She is saying that she will stay there and will continue to stay even if I don't return back.
