I want to set up a car rental company at the airport in Dubai. The cars will be based there, but then drive around wherever the people will drive.

So, it could be mainland Dubai or other emirates. How do I set up in compliance with the laws?

Can I conduct business in mainland if I have the company registered in the free zone?
