MOHRE contract pending due to ILOE insurance. Who should pay for it?
Hi,
I signed the offer letter from India, signed the labor contract, and sent it to the company. They asked me to take the medical test and go to the consulate for the process, which I did.
The company then sent an entry permit, and the consulate stamped the entry visa on my passport. I then took a ticket to AUH and reached Abu Dhabi on 23rd September.
On the 25th, I took the medical test; on the 26th, I signed the MOHRE contract again as per the company’s request, completed Taujeeh, and the company initiated labor insurance and applied for the labor card.
I can see the MOHRE contract is still in process and not attested. The card application status shows: “Application Status: ILOE Insurance not purchased yet. Please buy ILOE Insurance in order to continue.”
My questions are:
- Why is the MOHRE contract not being approved?
- Who needs to pay for the ILOE insurance?

The MOHRE system puts the work permit process on hold if the ILOE insurance is not purchased, which also delays the approval of the labor contract.
ILOE (Involuntary Loss of Employment) insurance is a mandatory insurance scheme against job loss, implemented for both private and public sector employees.
The employee is responsible for subscribing to and paying for the insurance.
It is not the company's responsibility.

1. The MOHRE contract approval is still in process because your Labor Card and work permit require completion of all mandatory steps, including the purchase of ILOE insurance. Without this insurance, MOHRE cannot approve or attest to the contract.
2. The ILOE (Insurance for Loss of Employment) is usually paid by the employer, as it protects the employee in case of job loss. Confirm with your HR or employer if they have initiated this payment; otherwise, the application remains on hold.
3. Typically, MOHRE work permit and contract approval take around 2 to 4 weeks after arrival, depending on document completeness and insurance.
You should follow up with your HR team to ensure ILOE insurance is purchased and all documents are properly submitted to expedite the process.
The Ministry of Human Resources and Emiratisation does not approve because the mandatory insurance for the worker (ILOE) has not yet been purchased, a necessary step for completing the work permit application.
The company is supposed to pay for this insurance because it is responsible for providing protection to the worker through this insurance.
You log into the ILOE website or app and purchase an insurance policy in your name and with your unified identification number (UID).
After payment, the system will be automatically updated within a day or two, and the work card application will be resumed.
Once the work card is issued, the employment contract is officially approved and notarized, and the remaining steps (residence permit, health insurance, passport stamp) are completed.
Be advised: your MOHRE contract is still pending because the ILOE insurance has not been paid.
