In September 2023, the UAE began a significant transformation to redefine its commercial gaming sector by creating the General Commercial Gaming Regulatory Authority (GCGRA).
This groundbreaking initiative introduces a pioneering law, poised to reshape the industry and position the UAE as a global leader in gaming regulation.
This legislation is not just a response to global trends, but a forward-thinking initiative setting new standards for innovation, transparency, and responsibility in the gaming world.
Commercial Gaming: What Lies Beneath?
The GCGRA's regulations cover a wide range of gaming activities, each carefully monitored. The Authority's supervision includes:
Lotteries
Both traditional and modern lottery systems are closely regulated to ensure fairness and transparency in prize drawings.
Online Gaming
The GCGRA supervises various online gaming platforms, including casino games, poker, eSports, and fantasy leagues, to ensure a safe and regulated digital gaming environment.
Sports Wagering

The Primary Objective of the GCGRA

The licensing process of the GCGRA is similar to that of other regulators, beginning with an initial approval process and incorporating regulations on Anti-Money Laundering and Combating the Financing of Terrorism.
On July 28, 2024, the first license for the lottery was granted to The Game LLC, a leading commercial gaming operator specializing in game development, lottery operations, and gaming-related content (WAM).
As a result, other existing lottery operators in the UAE (like Mahzooz and Big Ticket) are not allowed to offer their service anymore.
The licensing framework of GCGRA is not restricted to lotteries and will also include other gaming activities like online gaming, sports wagering (betting), and land-based gaming facilities like casinos.

Upon becoming eligible to apply for a license, applicants will have access to the GCGRA licensing portal. They can then submit their complete application and upload all required documentation.
